Hey guys,I know this is a bit random,but I'm planning to get a drawing tablet,and I have zero idea where to start. I know I'm gonna sound confusing but bear with me,can you? ^^||

I've always drawn with a mouse and it sucks. I've been looking through the Wacom Singapore site and i really don't know where to start with. I really don't mind as long as I can draw on it. One question that keeps lingering is,"Can we put our sketch on paper on top of the tablet and sketch it out digitally?"  Like:
